Council approves advance funding agreement for Avenue D sidewalks

The Copperas Cove city council approved an advance funding agreement with the Texas Department of Transportation for the construction of more sidewalks along Avenue D.

The Federally funded project will fill sidewalk gaps on West Avenue D and East Avenue D, from Myra Lou Avenue, past Copperas Cove High School, and all the way to Business 190.

The project includes approximately 4,700 linear feet of 5-foot-wide sidewalk, 26 ADA-compliant pedestrian ramps, a pedestrian crossing, multiple sidewalk drainage bridges, and safety lighting along existing electric poles.

The project has an estimated cost of $722,000 according to 2025 documents.

Last May, the City earmarked money in the amount of $95,000 in savings from the 2017 Certificate of Obligation bond funds. These funds can be used toward the City’s share, which includes design costs.

The council held an executive session for a little more than one hour on Tuesday evening, on the topic of an economic development incentive agreement with Cullinan Copperas Cove MSOPC, LLC, the developer that will be building the VA Clinic to be constructed on the east side of town. The project is known as “Project Hometown Hero.”

According to the agenda document, the EDC and the developer were negotiating economic incentives to assist the developer in submitting a competitive lease offer to the VA.

Once the VA selected Copperas Cove for the clinic site, the City and the developer begin developing the Chapter 380 Economic Development Agreement in coordination with the City Attorney.

After the executive session, the council took no action, and the meeting was adjourned.

Also at Tuesday’s meeting the council:

Approved a resolution for depository for banking services through Huntington Bank, which has acquired Cadence Bank. The current agreement with Cadence Bank will expire on June 30 of this year.

Appointed Chassidy Throckmorton to a vacant position on the Library Advisory board. The board presently has two other vacant positions.

Authorized the City Manager to execute a 20-foot Easement and Right-of-Way Agreement with Oncor Electric Delivery Company, LLC, on property located at 104 Commerce St., Copperas Cove.

Authorized the City Manager to sign an agreement with Coryell County to provide Fire Suppression, Fire Prevention, Health Inspections, Fire Investigation, and Emergency Medical Services to unincorporated areas of Coryell County for Fiscal Year 2026.

Authorizing the City Manager to execute a renegotiated lease agreement between BNSF Railway Company and the City of Copperas Cove the parking lot located at 112 W. Avenue D.

Authorized the City Manager to execute a professional services agreement with the RJN Group Inc. to complete the Settlement Road Lift Station Feasibility Study and Force Main Condition Assessment.
