    Looks can be deceiving. Meeting new Outcry Tattoos owner Doug Billian can be intimidating. Heavily tattooed arms lead up to a bearded face. But when you meet his eyes, they are kind and so is his heart. Billian opened his shop just two months ago on Fort Hood Street but is already deepening his ties to the community.
