The Copperas Cove city council authorized the city manager to execute a purchasing agreement with KYA Services LLC during its Tuesday night meeting, the first for the month of July.

The contract is to replace two playgrounds at City Park, for a total of $306,872.99. The funds will come from a portion of the 2025 Certificate of Obligation Bonds.

One playground is next to Raising Cane’s Dog Park, and the other is north of City Park Pool.

The scope of work includes the demo of the two existing playgrounds, to include removing curb, plastic timbers, and the engineered wood fiber mulch.

One new playground for 5 to12-year-olds will be installed, with a capacity of 60-75 kids, and the other one will be for 2- to 12-year-olds, with a capacity of 38-42, as well as installing concrete curbing for the new playgrounds. There will also be light grading, with ¼ minus or similar base compacted, and Poured-in-Place (PIP) rubber safety surfacing installed.

The council also authorized the execution of a new lease with Star Group – Veterans Helping Veterans, for the lease of the former police department building located at 202 S. 4th St. The lease is for two years and would end on June 30, 2028. There are also renewal options for five additional terms of two years each. Star Group – VHV will pay the city $10 annually.

The council also appointed V’Jae Brown, Crystal Wellborn and Dana Anderson, and reappointed Linda Lapierre, to the Keep Copperas Cove Beautiful Commission, where there are now two vacancies on the board.

The council voted to collect more applications to fill Position 7 on the Planning and Zoning Commission. It received one application, from Angela Lea Robinson.
