Council to discuss, vote again on selling property

The subject of selling the city property located off Boys Ranch road is up again for a decision by the Copperas Cove city council at its regular meeting this evening at 6 p.m. 
The council will take action on whether or not to rescind rejecting offers to purchase the property located on the northern right-of-way of Boys Ranch Road, east of Deer Trail. Immediately after that vote, the next decision on the agenda will be whether or not to accept the highest qualified offer to purchase the property and authorize the city manager to negotiate an escrow agreement with the highest qualified offeror.  
The council is also going to make a decision on an ordinance which would amend the city’s fee schedule for life guard certification, to $175 for those who will not be working for the city’s Parks & Recreation Department, and $100 for those who will be working for the department. 
City manager Andrea Gardner is bringing an assignment and assumption agreement to the council this evening, that of assigning the city’s current contracts it has with River City Engineering to Trihydro Corporation. Projects to be transferred include the Mountain Top North water improvements project, Southwest Water Improvements, 2015 Kempner Water Supply Corporation CCN boundary sale, transfer, and merger application; Water CCN boundary for Valley at Great Hills phase 2, also with Kempner Water Supply Corporation; the 2016 Water Model update; and the Highway 190 water line looping. 
A proposed May 11 special joint meeting with the Copperas Cove city council, Coryell County commissioners, and Economic Development Corporation Board is also up for discussion and direction this evening.
Carpentry work and construction of a dais in the city’s new building at 508 S. 2nd St. is on the agenda tonight, with the city bringing three quotes to the council for a decision.
An executive session is on the agenda for this evening, that of discussing property located at 2401 Veterans Ave as well as a meeting with the city attorney regarding Kempner Water Supply Corporation.
During tonight’s city council workshop at 5 p.m., city manager Andrea Gardner will bring a presentation with discussion to follow on Municipal Development Districts. Employee services awards for May 2017 will be distributed and mayor Frank Seffrood will also declare several proclamations to include National Bike Month, National Day of Prayer, Lemonade Day, Police Week and Peace Officers’ Memorial Day, and Law Enforcement Torch Run Day for Special Olympics Texas. Presidential Volunteer Service Awards will be presented to Rabbit Fest royalty at the workshop.
Both the workshop and the meeting will take place at the Economic Development Corporation building located at 210 S. 1st St.
