The Copperas Cove city council approved an annexation agreement with local developer Jimmy Clark, with Fieldstone Commercial, LLC.
The undeveloped property is 84.45 acres just outside the City of Copperas Cove, along F.M. 1113 and west of Grimes Crossing Road.
The development will be called Sweetwater Hills, a mixed-used residential development. The acreage will include 390 lots, in a mixture of medium and high-density residential properties, to include single-family detached and/or duplex (medium density residential); duplexes; townhouse attached and/or single-family detached (high density residential).
The planned development is to be constructed in three phases, and will include greenspace, bike and walking paths, fitness stations, and park amenities.
Also according to the map, there is an area of commercial development proposed on a portion of the F.M. 1113 frontage of the development.
A proposed arterial will also pass through the development, to connect it with F.M. 1113 and then continue north to connect with Lutheran Church Road and the recently annexed Church Mountain Subdivision.
The annexation and development agreement includes water certificates of convenience and necessity being conveyed from Kempner Water to the City of Copperas Cove.
According to the agreement, the City agrees to facilitate the transfer and acquisition of the CCN for water, with the developer responsible for 100 percent of the upfront costs associated with the acquisition, including the current KWSC fee of $960.00 per acre. However, the developer may terminate the agreement if the total costs exceed $79,392 plus associated CCN acquisition costs.
Likewise, a traffic study will be conducted, as there is one TxDOT-operated intersection that will be affected by this future subdivision – the intersection of F.M. 1113 at Summers Road and Grimes Crossing Road. This study will be paid for by Fieldstone Commercial.
The annexation and development process had three reviews by the city’s Development Review Committee.
When the property is annexed, this will be a voluntary annexation to be submitted by the developer. According to Bobby Lewis, the City’s Director of Development, the annexation agreement along with the reviews by the Development Review Committee are part of the process. The application for annexation has not yet been submitted.
