Copperas Cove city council to vote on city budget, tax rate

The Copperas Cove city council is holding a special meeting on Tuesday at 5:30 p.m. during which there will be a public hearing on the proposed property tax rate for fiscal year 2021-2022, as well as taking an official vote to adopt the tax rate and the city’s budget for fiscal year 2021-2022.

The meeting will take place in the city council chambers at the city’s technology center, located at 508 S. 2nd St., and the public may also call in at (888) 475-4499 and use meeting ID 9866029818 and the passcode 2545474221. 

Also at Tuesday’s meeting, the Copperas Cove Economic Development Corporation is presenting a design build services agreement with Choice Builders, LLC, to develop a walking trail on the seven-acre tract of land it owns, located between the Constitution Court Apartments and single-family housing on Mueller. 

According to the agenda item, “EDC staff stated this project would be an infrastructure upgrade for the industrial park across the street.”

The EDC is seeking approval to spend $940,000 to develop the seven acres into a walking trail area on the seven acres, with about 3,800 linear feet of a 10-foot wide trail, with benches, waste receptacles, drinking fountains and dog bowls at trail heads, dog waste receptacles, lighting, signage, along with a scenic overview. Choice Builders, LLC has worked similar projects such as the San Gabriel park improvements in Georgetown, as well as the Shenandoah Park Trail in Elgin. 

The council is also being presented with the city’s personnel improvement plan for fiscal years 2022-2026 and the personnel improvement plan for fiscal year 2021-2022; the Capital Outlay Plan for fisclal years 2022-2026 and the official Capital Outlay Plan for fiscal year 2021-2022; the Capital Improvement Plan (CIP) for fiscal years 2022-2026 and the official Capital Improvement Plan for fiscal uear 2021-2022; all for discussion and action. 

Also at Tuesday’s meeting, the council will officially call for a bond election to be held Nov. 2, for the proposed animal shelter construction.
