Copperas Cove City Council to select firm for City Park restrooms project

The Copperas Cove City Council will consider and take action on a Design/Build Agreement with G. Hyatt Construction, Inc. for the City Parks restroom project during the council’s regular meeting this evening. 
After withdrawing the item from the agenda at the last meeting, the council will finally consider the agreement to move forward with the long-awaited restrooms renovation project. 
The city council rejected a site preparation bid for the project back in January 2020 and in March 2020, the city council authorized city staff to submit a Request for Qualifications for restroom construction from design/build firms. Then, the council authorized the city manager to execute a Professional Services Agreement with Elements of Architecture back in October 2020 to act as the city’s representative. 
The city received three submissions in February 2021, and in March 2021, city staff requested project proposals from each firm. Interviews with each firm were scheduled for mid-April 2021. 
The contract with G. Hyatt states that the project will include “improvements constructed on the Property consisting of a total of five buildings: one building containing a concession room, storage room, and two restrooms, and four buildings containing two restrooms each, including the design and preparing site, architectural, structural, mechanical, plumbing, and electrical design plans constructed in accordance with the Plans and Specifications hereinafter described.”
The total contract price for the project is $897,200, with the cost for pre-construction phase services totaling $144,450. 
The council will also take action on awarding a bid for emergency medical supplies and pharmaceutical supplies. The city received eight bids, and city staff are recommending that the bid award go to Henry Schein Medical, who offered the lowest overall pricing. The contract will be for five years, with a one-year renewal option. 
The council will also take action on authorizing the city manager to execute a Professional Services Agreement with Jones-Heroy & Associates, Inc. (JHA) for the design and construction-phase services for the South Main vitrified clay pipe (VCP) replacement project. 
There will also be several public hearings for ordinances to amend the Future Land Use Plan map and rezone properties during Tuesday’s meeting. The first two public hearings will be for requests by Mitchell & Associates, Inc., representing Oak Cove Development LLC, for the Smith Homes Addition, amending the FLUP map from Low Density Residential to Medium Density Residential and rezoning from B-5 (Commercial Services District) to R-2 (Two-Family Residential District). 
The next two public hearings will be for requests by Mitchell & Associates, Inc., representing South Cove Development, Inc., for the Village at Walker Place, Phase 2 from Medium Density Residential and Retail to Public and to modify the abutting right-of-way from Retail to Medium Density Residential and to rezone the property from R-2 (Two-Family Residential District) and B-4 (General Retail District) to PF (Public Facilities) and the abutting right-of-way from B-4 (General Retail District) to R-2 (Two-Family Residential District). 
The final two public hearings will be for requests by the Boys and Girls Club of Coryell County, to amend the FLUP map for property located at 206 Laura Street in Copperas Cove, from Retail to High Density Residential and to rezone the property from B-4 (General Retail District) to R-3 (Multifamily Residential District). 
During the workshop meeting, Copperas Cove Police Chief Eddie Wilson will present the Chief Tim Molnes Memorial Scholarships to recipients, while Keep Copperas Cove Beautiful Executive Director Roxanne Flores-Achmad will present the KCCB Scholarships to recipients. Mayor Bradi Diaz will issue a proclamation for National Public Works Week. The city council will then go into a discussion and provide direction on the preparation of the city’s proposed fiscal year 2021-2022 budget before holding a discussion and providing direction on the 2021 Debt Issuance. 
The workshop meeting will begin at 5 p.m. and the regular meeting will begin at 6 p.m., or 10 minutes after the workshop meeting concludes.
