The Copperas Cove city council narrowly approved a construction agreement with local contractor Texas HomePro LLC, to perform all mechanical, electrical and plumbing work associated with the construction of the Senior Center.
Texas HomePro, LLC came in with the lowest bid at $597,000, followed by Seneca Construction Management, LLC at $1,069,932, and the highest bid came from HCS INC, Commercial General Contractors at $1,091,053.
The council previously contracted with HCS INC in March, to perform all the site work on the property for $1,339,360.
The decision to approve the agreement with Texas HomePro was not unanimous, with councilmembers Christina Strohfus, Shawn Alzona, John Hale, and Jack Smith voting in favor of the agreement, and councilmembers Rita Hogan, Dale Treadway, and Vonya Hart voting against the agreement.
The council approved a payment of $25,979.67 to the Copperas Cove Chamber of Commerce for its reported quarterly activities and expenditures related to the Visitors Bureau for the second quarter of the fiscal year, January through March 2025.
The council voted to terminate an agreement with Texas A&M University-Central Texas for a sports complex feasibility study. The agreement had been in place since February of this year, but it was realized that this type of study wouldn’t meet the city’s expectations.
“We wanted to make you aware, because Texas A&M Central Texas is a good partner with the City of Copperas Cove and the region,” said City Manager Ryan Haverlah. “We’re just trying to do the best for our residents, Texas A&M Central Texas acknowledges that what they could provide is not what we will need in the future.”
The sports complex would possibly be located at Ogletree Gap Park. Prior discussions with the council led the city to begin a feasibility study for the facility, the results of which could be used in the event of a future bond election to put the project decision ultimately in the hands of Copperas Cove voters.
The council also made appointment to the Library Advisory Board and the Cemetery Advisory Board. John Gallen, Maureen Huston, and Tosha Butler were appointed to the Library Advisory Board. Eloina Roldan, Taylor Tidwell, and Heather Barrington were appointed to the Cemetery Advisory Board.
Also, an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) was approved by the council for the Ashley Drive connection project.
This project will extend Ashley Drive to connect to North F.M. 116 and include a two-way, four-lane street with sidewalks on both sides, and construct an intersection with a traffic signal at the intersection of North F.M. 116 and Ashley Drive.
