86-year-old Copperas Cove man arrested in connection with Dec. 26 hit-and-run fatality

The Texas Department of Public Safety announced on Tuesday afternoon that it has made an arrest in connection with a hit-and-run incident that killed 63-year-old Benny Ray Manning of Copperas Cove. 

As a result of the investigation, Russell Allan Meier, 86, of Copperas Cove, was arrested on a warrant for Failure to Stop and Render Aid – Collision Involving Death.

Meier was transported to the Coryell County Jail, where he was listed with a bail of $10,000. 

DPS officials said the investigation remains ongoing, and no further information is available at this time

Around 5 p.m. Friday, DPS troopers responded to a report of a motorcycle crash involving a fatality that occurred on Bea Powell Road, off Grimes Crossing Road just outside the 
Copperas Cove city limits. 

“A passerby located a motorcycle rider off the roadway along with a heavily damaged motorcycle,” said Sgt. Bryan Washko.

The rider was identified as Manning. During the investigation, troopers found evidence indicating the motorcycle may have been struck by another vehicle, causing the crash. Manning was pronounced deceased at the scene by Justice of the Peace John Guinn.
