City council to hold workshop, regular meeting tonight

Council to discuss EDC budget, board positions tonight

Tonight at 5 p.m. during a workshop council m, the Copperas Cove city council will meet to discuss a number of funding items for the fiscal year 2015-2016 proposed budget for the Copperas Cove Economic Development Corporation. The CCEDC has released a “will attend” notice, meaning a possible quorum of the board will be present for both the workshop and the meeting to follow.

The city council voted unanimously not to approve the EDC's budget when presented at the September 1 council meeting, even with EDC board chairman Dan Yancey bringing a revised budget which decreased the employee budget to include a 1 percent cost of living adjustment, along with decreasing business attraction travel, prospect generation services, and the financial services sections of the budget, but left the $50,000 contribution to the Heart of Texas Defense Alliance.

At the regular meeting to follow at 6 p.m., the council will again be asked to consider and at upon approving the EDC's budget.

The council will also hear two proclamations from Mayor John Hull, for National Night Out 2015 and Hispanic Heritage Month 2015.

In the consent agenda, the council is being asked to consider and act upon a resolution approving the Investment Policy and Investment Strategies of the City of Copperas Cove, authorize the city manager to execute an Interlocal Agreement with Central Texas Council of Governments for E9-1-1 service and equipment, and consider and act upon authorizing the city manager to enter into an agreement with the Copperas Cove Athletic Officials Association (CCAOA) to provide sports officiating for the Parks & Recreation Department.

There is only one public hearing on the agenda, that for an ordinance amending the 2014-2015 fiscal year budget.

For action items, the council is being asked to authorize the city manager to execute a contract for the purchase of a modular building from Ramtech Building Systems with the inclusion of change order no. 1. The city is purchasing the modular building to place on the empty lot beside the city library to house the city's IT infrastructure and remove it from its present location in the former city hall on Main Street.

The city's budget director is asking the council to consider and act upon an ordinance approving the Budget Plan for Fiscal Years 2015-2017. Fire chief Michael Neujahr is asking the council to take action on awarding a bid for disposable, pharmaceutical, and reusable emergency medical supplies/equipment.

The recent appointment of members to the Copperas Cove Hospital Authority Board of Directors is being added to the agenda for tonight as well. At the September 1 meeting, the council reappointed incumbent members to positions 2, 4, 6, 8, and 10 for another two-year term. However, during that meeting two members were named for position 8, which means the item must return to the council for another vote.

The council is also being asked to nominate candidates to serve on the Coryell Central Appraisal District Board of Directors.

The transfer station's tipping floor needs an emergency repair, and the council is being asked to authorize the repairs.

The composition of the EDC's board of directors is also up for discussion and possible action this evening as well.

For report items, the council will receive the annual audit committee report from Velia Key, the city's director of financial services, and also hear the city's employee wellness program for 2016 from Deputy Chief Eddie Wilson.

Both the workshop and the regular meeting will be held at the Copperas Cove Economic Development Corporation at 210 S. 1st St. A citizens forum will be held at the start of the 6 p.m. regular meeting.
